With nearly a billion vehicles on the world's roads, road safety matters to nearly all of us. It is important to
drivers and their passengers, to cyclists and to pedestrians on the pavements. Cars really can be willing
machines, and so we must do everything possible to improve driving standard. It is sensible to look around the
world for good ideas, and a useful place to look is Britain.
Road transport in Britain fails in many ways. With nearly one car for every two people, there are traffic jams
everywhere and rush hour journeys to and from work often take hours. However, road safety is a real success
story. While the number of vehicles is continuing to rise, the numbers of deaths and injuries are falling steadily
The UK figure of six road deaths per year per 100,000 people is still too high. However, it compares well with 8
per 100.000 in Germany, 13 in France, and 14 in America. To reach this point has not been easy. It has required
a lot of work, money and commitment. Much of the effort has come from the government and police, but much
has also come from ordinary drivers. Most have accepted growing pressures to change, and they have decided it
is time to drive more carefully.
The pressures are many. First, there is the tough driving test, which has both theory and practical sections
Young people can drive at 17 but often fail the test once, wice, three times or more So, new drivers do not get
on the road until they are also safe drivers. Then there are direct ways of controlling speed. These include speed
bumps across the road (often called 'sleeping policemen') and thousands of speed cameras that photograph
vehicles and measure their speed. Drivers over the speed limit then receive large fines. Some of the controls
cause harm and real anger. Speed bumps can damage cars and also cause unnecessary delays. The London
Ambulance Service, for example, says that emergency patient have died because of them
