Maxwell's right-hand thumb rule indicates the direction of magnetic field if the direction of current is known. 

Right hand thumb rule was given by Maxwell, according to him imagine you are holding a current-carrying wire in your right hand such that your thumb points in direction of the current, then the direction in which fingers wrap the wire represents the direction of magnetic lines of force.

If the thumb of the right hand points along the direction of current, then the remaining curled fingers of the same hand gives the direction of the magnetic field due to the current. When the position of the thumb will be upward, the curled fingers will be anti-clockwise and the magnetic field will be anti-clockwise too and vise versa.
