Perimeter of square P_s = 4a

4a = 48

a = 12

Perimeter of Rectangle, P_r = 2(l+b)

2(l+b) = 48

l + b = 24

Area of square, A_s = a^2 = 12^2 = 144

Area of Rectangle, A_r = l*b

A_s - A_r = 4

A_r = A_s - 4

l*b = 140

l = 140/b

Now,

l + b = 24

 \frac{140}{b}  + b = 24 \\  \\ 140 +  {b}^{2}  = 24b \\  {b}^{2}  - 24b + 140 = 0 \\  {b}^{2}  - 14b - 10b + 140 = 0 \\ b(b - 14) - 10(b - 14) = 0 \\ (b - 10)(b - 14) = 0 \\  \\ b = 14 \: and \: 10
