16 - 3a + 3 = -14

16 + 3 - 3a = -14

19 - 3a = -14

-3a = -14 - 19 [ (-) + (-) = (-) ]

-3a = -33

a = -33/-3 [ (-) ÷ (-) = (+) ]

a = 11
