16 = 3(a - 7) + 4 \\  \\ 16 = 3a - 21 + 4 \\  \\ 16 =  3a - 17 \\  \\ 3a = 17 + 16 \\  \\ 3a = 33 \\  \\ a =  \frac{33}{3}  \\  \\ a = 11
