Let us Solve it by \boxed{\boxed{\large\mathbf{BODMAS}}}

 \bf ((16 \div (42 - 38 + 2))12 \div 24 \div 6) \times 2 + 4

 = (((16 \div (44 - 38))12 \div 24 \div 6)2 + 4 \\ \\ = ((16 \div 6)12 \times 6 \div 24)2 + 4 \\ \\ = (( \frac{8}{3} )12 \times \frac{3}{12} )2 + 4 \\ \\ = ( \frac{8}{3} \times 12 \times \frac{3}{12} )2 + 4 \\ \\ = (8)2 + 4 \\ \\ = 16 + 4

= \boxed{\boxed{\large\mathbf{ 20}}}
