We know, electrolysis rxn. of H2O

2H2O------>2H2+O2

=> H2 and O2 are liberated in the ratio 2:1

Assume H2-2x litres and O2-x litres

=>3x=16.8

Therefore x=16.8/3=5.6

=> volume of electrolysed H2O(g)=2*5.6=11.2

No. of moles of H2O=11.2/22.4=0.5

Weight of H2O electrolysed=0.5*18 g=9 g
