Answer:

In the English language adverb is a flexible and problematic grammatical category. What was decided by the traditional grammarians , those established norms are utterly violated by the moder writers.

As its name suggests , it should qualify only verb but it also modifies an adjective , another Adverb and sometimes the whole sentence. What would be in future , that cannot be predicted so far as adverb is concerned.

Some of the adverbs are also used as an adjective without any changes in form.

Fast is the best example of adverb which is applied as an adjective too. In the following two sentences it will be clear when it becomes adjective :

' I have a fast horse ' .

' My horse runs fast' .

In the first sentence fast is an adjective that qualifies the noun ' horse' but in the second sentence fast is an adverb which qualifies the verb ' runs' . Placing of words changes the category and meaning of the word. Positional meaning is more important than lexicon .

In the sentence' He runs very fast ' very and fast both are adverbs . Very qualifies 'fast ' .
