The story made using the following hints could be:-

There was a town named Hamelin. It was a very happy town with happy people and happy children. But their happiness came to an end when black rats had infested their homes and their offices. The Mayor of the town was worried and he decided to promise a reward to anyone who would stop this. A piper, named Peter, came to the Mayor and promised to flush all the rats from the town and in return, he should be given the reward. Then Peter started playing his pipe and magically all the rats which were scampering here and there, formed a queue and followed Peter. Peter then marched along the whole town playing his pipe and then reached a pond. There he cleverly tricked all the rats into falling into the pond and so the town was freed from the rat's invasion. But the Mayor, who was once shaking seeing the rats scurry through the city, now became too proud of himself and ordered Peter to go away from his office when he had come to receive the award. Peter protested a lot but the Mayor didn't listen to him at all. At last, Peter was thrown out of the office into the gutter of the street! Angered by this, he played his pipe again and this time he played a different tune which attracted all the children of the town. Peter did want he did earlier, he marched through the town and went the same pond where he had drowned all the rats. He played the same tactics and all the children of the town drowned just like the rats. He ran away from the town and an angry mob of the people who lived in that town, mob-lynched the Mayor. Bu alas because of that one cruel man, all their children reached their end before they could even explore the outer world!
