We know that the normal human body has a temperature of 37 - 38°C because it is in this temperature only that the enzymes and hormones can work. If the temperature is less, they become deactivated and if the temperature is high, they become denatured and hence, the body suffers from fever in both cases.

However, the human male reproductive organ, ie, testis lie outside the body and have a slightly lower temperature because sperm formation or spermatogenesis can take place only in 34.5 - 35°C range.

The scrotum or scrotal sac, which holds the testis outside the body has special muscles which contract or relax to regulate temperature.

If its warm outside, the muscles relax to coll down the temperature.

If its cold outside, the muscles contract and the scrotum becomes wrinkled to maintain the temperature.
