Since,

 {a}^{x}  \times  {a}^{y}  =  {a}^{x + y}

Hence,

 =  >   { (\frac{11}{9}) }^{9}  =  { (\frac{11}{9}) }^{2x - 1}

As the bases are same,

Therefore,

=> 9 = 2x - 1

=> 9 + 1 = 2x

=> 2x = 10

 =  > x =  \frac{10}{2}
