if the polynomial is divided by x+3 and leaves remainder 10-10k

then we have to subtract the remainder from polynomial to make the divisor the factor of the polynomial

then,

x+3=0

x=-3

then,

p(x) = kx + 9x^2 +4x -8 -10+10k ( subtract remainder)

p(-3) = -3k +81-12-8-10+10k= 0

7k +51 = 0

k = -51/7
