The British had established a salt law which gave them control over the manufacture and use of it. Salt was something which was used by rich and poor alike. In order to oppose this oppressive law he sent a letter to lord Irwin
stating his eleven demands including the abolishment of salt law and stated that if the demands were not fulfilled by 11 March congress would start a civil disobedience campaign.
Irwin did not heed to these demands so Gandhiji started the Dandi March which marked the start of the civil disobedience movement
