In PH4+,all the four orbitals are bonded, whereas in PH3,there is a lone pair of electrons on Phosphorous . In PH4+, the HPH bond angle is tetrahedral angle of 109.5°. But in PH3 ,lone pair- bond pair repulsion is more than bond pair-bond pair repulsion so that bond angles become less than normal tetrahedral angle .
