When water is heated from 0℃ to 4℃ it contracts instead of expanding. At 4℃ the volume of water is minimum.

In cold regions, the water on the surface of lake cools till 4℃ and moves at the bottom of the lake. In this way, when all the water in the lake is 4℃ (which is minimum) therefore there is no space for water to move downwards. Hence, the water at the surface starts to freeze and the aquatic life remain under the layer of ice.
