Because the sucrose content of a sugarcane starts degrading shortly so any sugar mill or industry is always located near to the sugarcane field so that the sucrose content in it is high and results more sweetish

Also it reduces the cost of transportation because sugarcane is a heavy product difficult to trans locate therefore sugar mills near to the sugar cane fields also reduces transportation costs
