(2 ^{ - 1}  \times 4 ^{ - 1} ) \div 2 ^{2}  \\   = ( \frac{1}{2}  \times  \frac{1}{4}   ) = ( \frac{1}{2}  ^{2} ) \\  =  \frac{1}{8}  \div  \frac{1}{4} \\ cancel \: out \: so \: we \: get \\  =  \frac{1}{2}  = 2 ^{1}
