Lee at 0 °C appears colder to the mouth than water at 0°C. Why?
Doctors advice to pat strips of wet cloth on the forehead of a person having
high temperature. Explain.​

because water has the latent heat of fusion which makes ice colder than it.

doctors advice it because the water droplets take up heat energy from the surroundings to change there state to gas , thus taking up the heat from the forehead and the head feels cool and the person relaxes.
