Hello Mate here is your answer.

 \frac{2}{3}  + ( \frac{3}{7}  -  \frac{5}{3} ) =  \frac{2}{3}  + ( \frac{5}{3}  -  \frac{3}{7} ) \\  =  >  \frac{2}{3}  + ( \frac{9 - 35}{21} ) =  \frac{2}{3}  + ( \frac{35 - 9}{21} ) \\  =  >  \frac{2}{3}  + ( -  \frac{26}{21} ) =  \frac{2}{3}  + ( \frac{26}{21} ) \\  =  >  \frac{2}{3}  -  \frac{26}{21}  =  \frac{2}{3}  +  \frac{26}{21}  \\  \frac{14 - 26}{21}  =  \frac{14 + 26}{21}  \\  =  >  -  \frac{12}{21}  =  \frac{40}{21}

Hence LHS is not equal to RHS in the above equation.
