When 2,3- dibromobutane reacts with potassium hydroxide, some of the products are (2S,3R)-3 bromobutan-2-ol and its enantiomer and trans-2-bromobut-2-ene.

Replace one of the Br atoms with a hydroxyl group. Now you have a 1,2-halohydrin which base can convert to an epoxide, Open the epoxide with hydroxide ion and you have a pair of enantiomers. Pay careful attention to the stereochemistry throughout the sequence and you will see how it works. Hint: the fact that it is optically active to begin is of crucial importance (the compound has a pair of enantiomers and a MESO stereoisomer)
