The required ratio is 8:7.

Step-by-step explanation:

Since we have given that

Fractions of dog are white = \dfrac{2}{3}

Fraction  of them have black spots = \dfrac{4}{7}\times \dfrac{2}{3}=\dfrac{8}{21}

Rest of them are black = 1-\dfrac{2}{3}=\dfrac{3-2}{3}=\dfrac{1}{3}

So, the ratio of dogs with black spots to that of black dogs are given by

Dogs with black spots : Black dogs

\dfrac{8}{21}:\dfrac{1}{3}\\\\=8:\dfrac{21}{3}\\\\=8:7

Hence, the required ratio is 8:7.
