According to law of exponents, in division if the bases are same then we need to subtract the exponents.

2^{-5} ÷ 2^{-3} = 2^{-5 - (- 3)}

               = 2^{-5 + 3}   -------  (∵ multiplication of  negative signs give positive sign )

               = 2^{-2}  ----------- ( negative sign of bigger number )

hence , 2^{-2}  is the required answer.
