 \frac{ \frac{2}{5} x + 3}{ \frac{1}{3} x - 1}  =  \frac{3}{5}

We can say...

 \frac{2}{5} x + 3 = 3 \: ...equation(1)

 \frac{1}{3} x - 1 = 5...equation(2)

In equation (1)...

\implies \frac{2}{5} x + 3 = 3

\implies \frac{2}{5}  x = 3 - 3

\implies \frac{2}{5} x = 0

\implies \: x =  \frac{0}{( \frac{2}{5}) }

\implies \: x = 0

In equation (2)...

\implies \frac{1}{3} x - 1 = 5

\implies \frac{1}{3} x = 5 + 1

\implies \frac{1}{3} x = 6

\implies \: x =  \frac{6}{ (\frac{1}{3}) }

\implies \: x = 6 \times  \frac{3}{1}

\implies \: x = 18

Therefore, the x can't be zero. Hence ,

\boxed{x = 18}
