      No.    False statement.

  1. Tangent cannot be drawn from a point that is 3cm away from the centre because: The radius of the circle is 3.5cm.
  2. Point P which is 3cm away from the centre lies inside the circle.
  3. If a line is drawn at 3cm, It touches the circumference of the circle at 2 different points which means It is not a Tangent but a Secant to the circle.
  4. If we need to draw a Tangent, It should be atleast 3.5cm away from the circle. so that it does not lie inside the circle.

So, A pair of tangents cannot be constructed from a point P to a circle of radius 3.5cm  situated at a distance of 3cm from the centre.
