expenditure = price × quantity =400

price and quantity are inversely proportional

original price,o = p

final price,f = p×(1-25%) = .75p

o:f = 1:.75 = 4:3

original quantity =o1

final quantity =f1

ratio o1:f1 = 1/4 :1/3 =3:4

as quantity is inversely proportional to price

f1-o1 = 1part = 5kg

o1 = 3parts = 15kgs

o1×p = 15×p = 400

p= 400/15 =26.67 rupees

original price,p =26.67 rupees

reduced price = .75p = 20 rupees
