The word minority has not been defined in the Constitution. The Motilal Nehru Report (1928) showed a prominent desire to afford protection to minorities, but did not define the expression. The Sapru Report (1945) also proposed, inter alia, a Minorities Commission but did not define Minority.

Constitution help minorities :-

• Articles 14,15,28,29 and 30 of the constitution have protected the intrests of the minority communities in India. ARTICLE 14 provides equality before law and equal protection which provide protection against discrimination irrespective of religion or caste.

• Minority rights cover protection of existence, protection from discrimination and persecution, protection and promotion of identity, and participation in political life.
