base diameter(d)=8cm

base radius(r)=4cm

let ,height=h cm

now ...total surface area of a right circular cone of base radius "r" and height "h" is...

=2πr(r+h)

Now according to the Question...

2 \times 3.14 \times 4(4 + h) = 314 \\  =  > h =  \frac{314}{2 \times 3.14 \times 4} - 4  \\  =  > h =  \frac{25}{2}  - 4 \\  =  > h =  \frac{25 - 8}{2}  \\  =  > h =  \frac{17}{2}  \:  \: cm
