Flourine atom in 2-flourobutanoic acid is nearer to acidic hydrogen than 3-flourobutanoic acid. Due to electronegativity of flourine atom, electron density on hydrogen decreases , which is called inductive effect. as inductive effect gets weaker with increase in distance between electronegative atom and hydrogen, acidity decreases

2- fluorobutanoic acid is a stronger acid than 3-fluorobutanoic acid because the inductive effect decreases with distance and hence the conjugate base of 2-fluorobutanoic acid is more stable.
