Nitrous acid HNO2, the Oxidation state of Nitrogen is +3. So it can be oxidised to +5 Oxidation state or reduced to lesser Oxidation States. So only HNO3 acts only as an oxidising agent, but HNO2 acts as both an oxidising and reducing agents.
