b. Them refers to the pigeons. Franz while sitting in the classroom saw the pigeons on the roof cooing and he thought to himself if the Prussians were going to compel the pigeons to sing in German too.

c. Here the writer says that the rule of the Prussians affects everything in France. The equal impact is seen in the creatures around. It is possible to impose things on people but how could they do it on birds. In fact, this line remarks on the hollowness of man's authority.
