Once they are brought in contact with each other charge transfer take place between them in such a way that both the particles attain same charge, charge given by 3q will be equal to that gain by -q;
-q+x=3q-x;
x=2q;
the final charge on -q=q;
final charge on 3q=q;
As both are of the same charge and like forces repel each other and the nature of columb force of attraction will be repulsion.
