If we have some confusion in understanding the 'name or surname of the speaker' because of their manner of speech, then we must politely ask them to repeat it.
EXPLANATION:
- It is obvious that everybody in the world does not have the same manner of speaking. There can be various reasons why the speaker is 'not able to articulate the words properly'.
- It may be due to their 'mother tongue influence', or because of some 'biological condition', or may be because they are 'not informed properly about it'. The rudest thing that we can do to them is to 'make fun of them', because then it would be a kind of bullying, which must be avoided at all costs.
- So, we must 'ask them politely to repeat themselves', and then we must be particularly very attentive to them. If we follow this it is possible that we will get to know what they are trying to say without offending anyone.

Answer:
If the name or surname we can't make out due to the speaker's manner of speech we can politely ask him.
It is normal that everyone has a different way of speaking and it may happen sometimes that we could not able to figure out some words of them properly. This may happen due to their mother tongue. So instead of making fun of them, we should politely ask to them what they had told us.
Another way by which we could understand without disturbing them is to ask somebody besides us. So if they could understand things properly they can be able to make us understand things properly.
So, in these two ways, we can understand the things properly that the speaker delivered in the speech.
