This concept if from newton's laws of motion ...in simple terms we mean to say that every action equals equal n opposite reaction acting on different objects

In here the games produced from the rocket exert a force on the ground , n as a equal n then an equal amount of force is applied by the ground over the rocket.

The force applied is not enough to move the ground but enough to move the rocket ....hence the rocket moves upwards whereas the ground does not.
