water is nor an acid neither a base. it is a neutral solution. we can test it by using litmus paper.for ex. if we put a drop of water in red litmus paper it will not change any colour and even in blue litmus paper it does not change any colour.acids turn red litmus red (remains same) and blue litmus red and bases turn red litmus blue and blue litmus blue(remains same).
