2 lines AB and CD intersect at O. If angle AOC + angle BOC= 70 and angle BOD = 40, find angle BOE and reflex angle COE.

\angle BOD = 40 degrees

Therefore, \angle AOC = 40  [vertically opp angles]

Given that, 
\angle AOC +\angle BOC= 70

Therefore, \angle BOC = 30  

I am not sure, from where did "E" comes?

Find reflex angle COE. Answer:- (5). As OE bisects angle BOC, hence angle BOE = angle COE = 70. (6). (i) Angle AOD = vertically opposite angle BOC = angle BOE+ angle COE = 70+70 = 140. (ii) Angle COA = vertically opposite angle BOD = 40. Therefore reflex angle COE = 360 - angle COE = 360 - 70 = 290.

What is point E ? 
Also check the statement of the question again. There seems to be error with angles AOC and BOC being equal to 70 as AB is a straight line.
