I can’t be 15 as it can’t be equally divided between members (it can in group B if each member gets 1) but it can’t in group A as some would receive 1 and others 2.  Therefore by doubling the amount of the higher group 15 x 2 = 30 (group B) it ensures that each member gets 2, and in group A each member gets 3 items as 30 is easily divisible by 10 evenly. Meaning group A gets 30 and Group B gets 30 = 30 x 2 = 60.
