According to Newton's first law of motion,

An object at rest tends to stay at rest and an object in motion tends to stay in motion

With the same speed and direction unless acted upon by an unbalanced force.

When you're sitting in a moving vehicle your body is moving in the same speed and direction as the vehicle,when the brakes are applied(unbalanced force) the part of your body which is in contact with the vehicle stops, while the upper body tends to stay in motion.

the upper part of your body doesn't come in contact with the unbalanced force and

continues to move forward.

Passengers lean forward when sudden break is applied to resist moving forward (preventing you from smashing into the guy ahead) and creating an unbalanced force to prevent themselves from falling down.
