Raja Rammohan Roy was the one who felt that English should be the medium of education in India and the advanced Indians backed his stance.

The Chairman of the Public Committee, Lord Macauley was also instructed to support the English Medium Education in the country.

Lord William and then the governor-general also supported this proposal. The bill was passed by the majority making English the education medium in India.
