Ur answer is as follows

Let 3:10:7 be 3x,10x,7x.

We know that the sum of all the three angles of a triangle is 180 degrees

So,

3x+10x+7x=180

20x=180

x=9

3x=3*9=27 degrees

10x=10*9= 90 degrees

7x=7*9= 63 degrees

Therefore the measure of the smallest angle is 27 degrees
