As the bubbles get closer to the surface, there is less water pressure on them therefore allowing them to expand.

Answer: as the bubble rises to the surface of the water, by hpg, the pressure of the water around it exerted on the walls of the bubble decreases while the pressure exerted by the air inside the bubble on the walls of the bubble remain constant and becomes larger than the pressure exerted by the water on the walls of the bubble. hence, as there is a resultant force, the bubble expands as less pressure acts on it.

hope this helps!
