(3) The spark that led to a mutiny in several sepoys companies was the issue of new gunpowder cartridges fir the Enfield rifle in February, 1857.A rumour was spread that the cartridges were made from cow and pig fat. Loading the Enfield required tearing open the greased cartridges with one's teeth.

While authority over India has previously been weilded by the Directors of the Company and the Board of the control; now this power was to be exercised by a Secretary of State for India aided by a council.
