Due to Newton's first law of motion. When a carpet is beaten with a stick( more apt for a hanging carpet) the carpet moves back but due to the dust particles possessing inertia of rest, they remain in the same position. Thus we see dust particles coming out....but they actually do NOT come out and remains still, rather, the carpet has a change in its postion and motion.
