The main deciding factor whether an animal is "cold blooded" or "warm blooded" is that, if an animal has the same internal body temperature throughout the year inspite of the environment outside, it is called warm-blooded animal. Whereas, if the internet temperature of an animal changes with the outside environment, then it is called cold-blooded animal.

Answer:

The main deciding factor in this scenario is whether the internal body temperature of an animal is constant throughout the year despite of external environmental changes (warm blooded animal) or the internal body temperature changes as the external environmental changes occur (cold blooded animal).
