This was due to India first trying to be self-sufficient and exporting with obviously makes it a harder task. India had seen one of the worst food disasters in 1943 that was known as Bengal Famine. Almost four million people died of hunger in eastern India alone (including today's Bangladesh).

1) There was no self sufficiency in food grains prior to green revolution. Government did not allow farmers to export food grains so that the food grains can be procured by the government itself.
