To understand charges we should understand the science happening under the hood. There is no actual positive or negative charge per say. That's the notion we use. Its the direction , motion of flows of ions that are effectively depict the charge. In a battery, the potential is formed due to the concentration of ions in a particular direction. Now when we talk about the direction, it has to be in pair... i.e. concentrate in 'direction of motion'(say positive) and the one in 'direction opposite of motion'(say negative). So as to say, the charges appear in pairs.
