This is because after winnowing some of husk also added or some dust of husk also added to it. So it is needed hand picking for more clean.

Hand picking is necessary after winnowing because through winnowing, wind blows away lighter chaff while the heavier and slightly larger sized impurities fall back down and mix with the grain . in such situations , the hand picking is a convenient method of separating above mentioned impurities.
