Water is not used as fire extinguisher when oil catches fire. Oxygen gas helps to burn and Oxygen is present in it. In case of oil fires, water is not suitable for extinguishing the fire because diseal is less dense than water and will float in water. Thus, they will sit down beneath the oil layer and the fire wouldn't be extinguish.
