i said it depends because it matters in which direction the wind blows if the wind blows harder in the particular direction in which the boat's sailing it's sailing speed will increase because of the increase of the wind pressure thats pushing the boat forward.

but if the wind blows in the opposite direction harder it cause the boat to slow down by a lot because now the wind pressure is pushing the boat backwards.
