Raja Todar Mal introduced standard weights and measures, a land survey and settlement system, revenue districts and officers. Raja Todar Mal, as finance minister of Akbar, introduced a new system of revenue known as zabt and a system of taxation called dahshala.

Todar Mal introduced a cohesive tax collection, land reforms, and weights and measurement system. It was practical to follow that system as taxes were levied according to the geographical areas. They did not follow common tax system in the entire territory. Also, the measurement system introduced by him is still in practice in India.
