 =  \frac{2 {x}^{4}  + 8x - 3  }{4 - 2 {x}^{2} }  \\  = 2 {x}^{4}   + 8x - 3  - 4 + 2 {x}^{2}  \\  = 2 {x}^{4}  + 2 {x}^{2}  + 8x - 7 \\  =  {2x}^{4 + 2}  + 8x - 7 \\  = 2 {x}^{6}  + 8x - 7
